Everybody agrees that Need for Speed: Underground 2 is a legend. It was a great street racing sensation, as anyone who played it on the PS2 or PC would testify. NFS Underground 2 marked the start of the series apex, as many aficionados would also admit. Then, after Most Wanted, Carbon would bring it all to a close.
I disagree. There just needs to be a difficulty selection for each race. Underground had this, but it seemed to set a rubberbanding time gap (e.g. 2 seconds ahead) rather than an actual skill level. They could have the hardest difficulty AI pushing their car to the limit all the time, and on easy they drive at about 60% with a worse line.
